I did some looking around, maybe touhou? I heard there was an anime or an OVA being made for it. and I found this, with some similar looking chars.

Found it. It's titled Makai Ouji: Devils & Realists and the character is Gilles De Rais. Anyone else need Tumblr gifs or random pictures identified?
